Putting a sequence in a new sequence question

I made a sequence full of videos. I edited them into position where I wanted them. Then I made a new sequence to add a few basic effects. When I watched a video of the process the old sequence was transferred into the new sequence with a single track. When I transfer an old sequence to a new one I transfer all the videos/images in the old sequence. So why make a new sequence if all you're doing is bringing everything over? Isn't a new sequence suppose to make things less cluttered?
