"Error retrieving frame 0". Premiere Pro 2020 on Windows 10

My Premiere Pro CC 2020 can't read any videos from any format. They either show a red box with the message, "Error retrieving Frame 0 at timecode 0:00:00", or they are covered with green pixelated lines. Even Adobe's "Getting Started" videos are unviewable within Premiere. It worked a couple of months ago. Using Winzip Driver Updater I have installed several outdated drivers since the last time I used it, and updated Premiere to the newest version available (currently version 14.3.0 build 38). All drivers and software on this PC is up-to-date as of 6-29-2020. Is Premiere incompatible with the newest graphics drivers or CODECs? Video playback is working perfectly in everything except Premiere.  It also crashed 3x in a row. I rebooted and tried again. It hangs when I try to create a new sequence. I had to Ctrl-Alt-Del and end process through Task Manager.

Having the same issue myself. I have done everythibg I've seen people saying to do. Turned off hardware accelerator and a bunch of other things. Someone from Adobe ahould get on the ball and help.
