Reason behind errors like unable to create image buffer

Okay so can anyone please tell me what are the reasons behind errors like a low level exception occurred and unable to create image buffer. I want to know it because i am thinking of upgrading my laptop currently i am using premiere pro cc 2018 and i am thinking upgrading my laptop's RAM and installing an SSD  will that work or not here are my current specifications.

  • I know its quite low but please tell me will upgrading be a fix or is this all just because of graphics card, hope a good and positive reply
