I'm getting red frames on only certain clips in the project folder. If I hover over the clip the red goes away. Problem is only happening on my PC and when I open the same project on mac the red screen does not occur. Red frames also occur randomly when playing the timeline.

The line where you say when you hover over the clip the red goes away ... has me puzzled.
Could you include a screen-grab of the situation? There's a flower icon in the middle of the formatting bar at the top of the reply box ... you can either use that to navigate to the png or jpg on disk, or drop a png file onto the reply box.

Is it the whole clip or just the one frame? A clip, I can see ... one frame, that's the puzzler item if that's what it is.

In my experience the red frames indicate where the CACHED video frames are missing. The cache on the Mac and PC are unlikely to be shared so are different.
I get it when I overwrite an after effects .mov, and then only if that clip was at the playback position in PPro as it was being overwritten.
Ive also seen it when I've exported from PPro with 'import to project' checked then reexported (overwritten) same file, with a different duration. Clip in PP was still pointing to original cache.
I don't know of a way of 'refreshing' the cache for a particular clip. Between projects I delete all the media cache folders (inc audio & waveforms).

At this point, for that project, I'd suggest PacoFeno just dump the cache ... PrPro will rebuild just fine. Thanks for the info!

Hi Trevor - As R Neil Mentioned you can just try clearing your whole cache, but you could also try replacing the clip.
Hear me out.
3. Select the duplicate clip and hopefully that will reload the media properly while also keeping everything you have in your timeline.
And if that doesn't work, then I'm stumped and also hope the cache method worked!
