I am attempting to learn adobe premiere and am not sure where to start to learn the skills I need.

I am a public records officer (or Public Disclosure Officer) and need to learn how to redact video and audio of certain things. Things like blurring out faces, muting names of victims or sensitive info like social security numbers or drivers license numbers.

I am struggling to find the right training. Any help would be great!

There are a number of blur options, found in the Effects panel. Simply type "blue" in the Effects panel search box.

Audio on a timeline can be muted, or disabled, or simply gain taken down to infinity. Either by keyframing the audio track or by adding a couple edit points on either 'side' of the issue, then doing the above.
