Problem: Anytime I attempted to play my sequence in the Program monitor Premeire Pro began 'Rendering Required Files' and never got past 0% for as long as I waited (up to 15 min or so.)
Solution: Deleted the last half of my project's clips
I believe the issue started when I began changing the speed of some clips (with 'Maintain Audio Pitch' selected.) I could change the speed no problem until I accidentally used the Track Select Forward Tool instead of the Selection Tool and ended up changing the speed of about remaining 50 clips.
I noticed a red line on the audio tracks. I undid the edits but the red line remained. I checked the speed of the clips and they were all at 99.99%. Before the accident they were at 100%.
Failed Troubleshooting Steps:
Render manually (select in, move forward a few frames, then select out, Sequence > Render In to Out)
Changing speed of clips back to 100%
Delete clips with altered speed (clips at 140% or so)
Restarting Premeire Pro
Restarting Computer
Deleting render files (Sequence > Delete Render Files)
Deleting cache (Edit > Preferences > Media Cache > Delete (Remove Media Cache Files)
Uninstalled Premeire Pro and reinstalled
Imported clips to a new project
If you're brand new:
Terms used here-
Selection Tool: selects whatever you click on. Default Keyboard Shortcut: V
Track Select Forward Tool: selects current clip and all future clips. Default Keyboard Shortcut: A
Program Monitor: This is by default a large rectangle panel on the top right of Premiere Pro where clips that have been added to your sequence below are played back. The actual video isn't played but rather something called preview files.

The last half of the clips I deleted were actually for a seperate video so it wasn't an issue.

Once I edited some more the issue returned when I attempted to cut audio using the razor tool the issue returned.
Solution: delete affected clips and replace them with the original clip from the media library on the left.
