Resize shape while stroke remains the same thickness in Premiere Pro

Hi all,

I have a circle that starts out tiny and expands quickly to cover the entire image area. Is there a way to place a white stroke around that circle that also expands in diameter, but doesn't get thicker as the circle gets larger? I'm wanting to keep the stroke at 3 pixels through the resizing.

If its either up or down, scale will change the image.

You need something that can keyframe this: guessing Ae is the way to go.

But you could have a go at the circle effect (edge / thickness).
