For text the anchor point is at the left bottom of the text.
This might be new to 13.1.3. The EGP is sometimes a bit confusing to me.

You got it right, Ann. It's not new to Pr 13.1.n. For text, we do what Ae does because this is what Mo Graph people are used to. (yes Pr Graphics are MoGraphs too). For shapes, we use the upper left corner (0,0) because that is where you start drawing from when you click & drag to draw a shape.
Rather than add a hard-to-find pref to put the Anchor Point someplace else by default, it seems best to decide on what the ideal AP positioning is for the majority of the users and then do that. So that probably gives us three choices:
(1) Leave it as is in the upper left corner of the shape's bounding box
(2) Center it within the shape's bounding box
(3) Other? (If other, please explain, and see my note below)
So please, anyone with an interest in this, do let us know what your preferred behavior is and I will make sure a story gets submitted for a possible enhancement in the future.
NOTE: It would be nice to make it so that when you move the AP, that becomes a Most Recently Used (MRU) attribute for the next shape(s) you draw. But that is not an option since we do not store any transforms in MRU like we do for styles.
