I've been taking my time with doing some research through the forums and I've reached my wits end. There doesn't seem to be an apparent way to insert a clip into the Timeline, simply due to no source patching toggles and such being available. I've dug through all the menus to no avail. I feel so naive but I'm really hoping someone can get to me in time. I'm using Premiere on Windows.

Source track enabling & vertical positioning (i.e. 'patching') in Premiere is the only patching that counts. The timeline/record tracks do not need to be enabled for insert/overwrite editing.
if you select a clip in a bin then those tracks (rather than the clip loaded in the source monitor) are available for patching, as source tracks next to the timeline tracks.
There is no 'auto-patching' available as in Avid. .

Unfortunately, that doesn't really answer my question, I'm still not able to drag and drop clips into the timeline

1. Where are you dragging from? (Bin / Source window / Direct from finder)
2. Where are you dragging to? (Timeline window, Program monitor?)
If you are dragging to the TIMELINE window then the source patching is irrelevant- the patching is determined by the track you drag to. If you can't get this to drag & drop then something else is wrong. Maybe do a screen capture of what you are trying?
If you are dragging to the Program monitor (and seeing overwrite / insert etc) then you MUST have source tracks selected so it knows what tracks to put where.
