Spinning wheel on every action in premiere

No matter what I do premiere pro just gives me the spinning wheel on my pc, I have cleared the cache, proxied footage, turned off hardware acceleration, uninstalled and reinstalled, reverted back to earlier versions I'm loosing it at this point as the spinning wheel appears on almost every action...

I'm using Mac Studio 2023 with M2 chip and 128 GB of ram on the latest updates.
