I've been trying to use the set up ann showed in the screenshot with some videos, but nothing happens. Do I need to make a separate video with that track matte or something?

Look closely at my screendump.

In track 3 there is the matte (the white rectangular, the size of the center clip) which you draw in the titler.

Track 2 will show up as the centre clip.

Track 1 will show up top and bottom.

And how do I insert that track matte? It's a different video or by some effect? I tried by putting a picture with that shows like that track matte and it didn't do squat.

Track Matte Keying is an Effect, that will be added to your Video Clip, and then linked to the actual Matte (Ann's white rectangle on Video Track 3).
