Stripes from cursor on timeline

Hello. Early I've used Adobe Premiere on my old PC (i5-6600k 16GB DDR4) and all was good. But, when I install same Adobe Premiere on my new PC (R9 3900x 32GB DDR4) I received some stripes from cursor on timeline everytime, when I just move cursor on timeline:

(in the first left stripe must be cursor but printscreen didn't capture him dunno why)

I've tried to install other versions of Adobe Premiere but every time I get this stripes when I move cursor.

GTX 1060 6GB latest drivers. This GPU was on old system too.

 Try resetting the preferences:

FAQ: How to reset preferences in Premiere Pro?

If that doesn't work, try resetting the Workspaces:

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout
    • Choose Window Workspace Reset to Saved Layout.

If that doesn’t work ,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

I have the same problem. I have tried all of the suggestions. None of them corrected the problem. This only happens when the Cursor is moved backwards.
