Stuttering after render

In the last few weeks, every video that I've exported from Premeire has a slight studder to it. Alsmot like a low quality internet live steam. See example here: https://www.youtube.com/watch?v=pDfnFGunXzI

 

I edit 5-7 videos every week for the past year and a half and have always used the same settings, etc and never saw this unitl a few weeks ago. I did not make any changes to export settings, the camera settings, etc. everything is the same. 

 

I upgraded to Premeire 2020 and i'm still getting the same low quality render. 

 

Is anyone else having this problem? 

 

I'm editing on a 2017 MacBook Pro, 2.3 Ghz Intel Core i5, 8BG ram, Intel iris plus graphics 640 1526 MB

Jeff, thanks for the reply. I figured it out. For some reason my videos were exporting at 15fps. I fixed it. Thanks

Please share a screen shot of the Export Settings window to make sure it is not something simple that was overlooked
