Hi,

Premiere Pro is currently only reading your Intel Graphics,
what operating system are you on? which premiere pro version?
if on windows, you need to update your graphics card from the vendor's site, or roll back to a working driver.
if on MacOs and updated to Catalina recently, this OS currently has bugs reported by many users, roll back...

I am assuming that you're on 13.1.x, am I correct? Then your system does not meet minimum requirements for running the program properly. Simply put, your laptop, and therefore platform and CPU, are simply too old: You have only a 4th-Generation Intel Core i-series CPU while Premiere Pro now requires a 6th-Generation or newer CPU. And Intel is now no longer updating the drivers for the HD 4600 graphics outside of mere security patches.
What's more, as is typical with OEM laptops the Intel graphics remains enabled even with a discrete GPU installed, so that Intel's QuickSync may be used if desired. Otherwise, if the iGPU is disabled, so is QuickSync. And most laptops have absolutely no provision whatsoever to completely disable the Intel graphics no matter what.
And one more thing:
If that ThinkPad has only a Fermi-generation discrete GPU (such as many of the low-end versions of moble GeForce GPUs as recently as the GT 8xxM and GT 9xxM series), then Premiere Pro 13.x will not enable GPU acceleration at all due to it being obsolete: The latest available GPU drivers for those particular GPUs is older than the earliest version that 13.x now requires. Therefore, CUDA will not be enabled at all in Premiere Pro, and may permanently lock Premiere Pro's renderer to the software-only mode.
