The simple answer is no.  Because while doing text based editing, although you are manipulating the text on the "surface," Premiere is also doing a lot of work under the water to keep it synchronised.

You can do workarounds like have the outside person return a highlighted script to make it easier to find the sections, but referencing directly back isn't happening -- at least not yet.
