Timecode won't start at 0

I am trying and trying to make a timecode for a video (not related to CD, DVD, VHS, or cassete in any way, just using wav files and 1 jpg file) and I'm able to put a timecode onto the jpg file-- good, but it, for whatever reason, thinks that it should start at 00:29:59:02, where the 02 represents frames. When I saw this, I also saw the offset slider and I thought, "Perfect. No biggie. I can just enter in -99999999 and go from there so I offset it to 0. Not ideal, but you gotta do what you gotta do." Then I realized the farthest it goes is an offset of -32766, meaning my timecode starts at a minimum value of 00:20:52:56, where again the 56 is in frames. This is for a 720p 60 fps video, if that's helpful. I looked up a few previous articles with similar issues, but none of the things they said were helpful. For example, one said I could just overlay a transparent video over everything and it'd correct itself, but whenever I try making a transparent video (I'm using a Mac), I go to File>New>Transparent Video... and click on it, but nothing ever happens. I also looked up some potential fixes for that but no luck. Another article said that it's recommended to set the timecode to 1 hour (or 10 hours for the BBC) but I really want this timecode to start at 00:00:00:00 and won't have it any other way. I'm a little lost here. Any tips?

a few years back I had this same hiccup and solved it... Fast forward to today and I forgot how I solved it... But thatnks to you I got it fixed aggain. phew!

Thank you so much for this (I hadn't thought of it before) but the problem still persists. This time it wants to start the timecode at 00:29:58:12, even though the setting should force it to start from 00:00:00:00. I tried restarting Premiere but no luck in fixing anything. I was able to figure out that the "Time Display" setting (under "Effect Controls") was able to change some stuff around, some showing 1 hour, some showing 30 minutes, etc., but none of them show 0. The format is SMPTE by the way.

This is a picture of the settings panel I have now:

Screenshot 2023-05-15 at 8.41.48 PM.pngAs you can see, Premiere Pro doesn't start it at 00:00:00:00 even when the settings are set so that it should start at 00:00:00:00. What do I do now? To clarify, I have looked at other help articles on this topic and none of them have helped. If you know why this was misinterpreted by Adobe Premiere Pro, I would be very much in your gratitude if you would please kindly enlighten me.

I think I've fixed it. If you, dear reader, go to Effect Controls and in the Timecode controls box you hit where it says "Media" by default, change it to "Clip".
