Timeline Settings under the Preferences missing.

I'm using the latest version 24.0

The menu option  EDIT > PREFERENCES > TIMELINE is there but when I click , it leads to the popup without the the section of Timeline settings. 

 

How to fix this please help timeline.jpg

Very odd problem; I have no suggestion.
