Tools required to develop Super Resolution plugin

Dear All,

I am new to Premiere Pro. We are planning to develop a new PPro plugin to create Super Resolution. The input will be HD/2K and output is 4K file. My understanding is to create plugin using Adobe Premium Pro CC. I have downloaded Premiere Pro SDK and comipled SDK examples on Visual Studio 2015. The examples are verified on PPro 2019 trial version. Now investigating PPro individual and Business plans.

Kindly suggest the develpment environment and tools.

If you're developing on Windows, you'll want Visual Studio. If you're developing on Mac you'll want XCode. Adobe individual or business plans have no effect on development or the software, that only relates to licensing. These docs will help you get started:
