Transcribe working but not able to create subtitles

Hi,

I am using the German Version of Premiere 2022 for Windows 10. 

I can successfully transcribe a sequence but when I click "create subtitles" it gets stuck  forever in this state:

I am not using any kind of firewall other than the windows standard stuff. What is the problem here, it seems that many many people have this problem.

Thanks, so the solution is to tag the Voiceover Layer as "Dialogue" in the Essential Sound Panel and then transcribe + create subtitles.
