I've just purchase a new HP computer and installed Adobe Premiere Pro on it. However, I also have an old PC that I have the older version of Premiere Pro installed on it and created a lot of projects on it that I still use. How do I transfer these projects from the old PC to the new PC?

There are several ways to do that and the easisest is to remove the disk with the video projects on in the old PC and put it into the new computer.

I don´t know the specs of the PC´s, but SATA was standard for 10 years ago and though NVMe is a big thing today all new computers bought today still has SATA connector/s inside. Your old computer most definitely has a SATA disk and should thus be able to work in your new PC. But, without knowing any specs about both computers one can only guess.
One other way to transfer data is to copy the data from the old PC to the new one using USB, using either an external disk or a USB docking station with SATA disk/s.

I did transfer most of the data files from the old PC to the new PC along
with the individual file clips and was able to create a video, however,
because I copy and paste this clip from the old Premiere Pro. To update
this method going forward, I would have crop "sections" on this clip piece
at a time to update new clips.

I don´t really understand what you mean with crop "sections", but if you copy files from one computer to another nothing happens with the files. If you open old project nothing do change and if you create a brand new project and import some video files they are the very same on the new PC as they were on the old PC.
The thing that can happen is that you may have to link media manually. If the drive on the old PC was X: and the disk on the new PC is Y: Premiere Pro will ask were the files are if you open a old project on the new PC. But you never need to crop files, not in old project and not in new projects.

When opening projects from an earlier version of Premiere Pro, it is recommended to create a new project in the newer version of Premiere Pro and import the old project into it.
