Transform effect - bicubic sampling causes black dots to appear when applied to captions/GFX

When a transform effect is applied to GFX/Captions, and there is a transform effect applied with any amount of shutter angle, strange black dots appear (it looks like a render error). This only happens when bicubic scaling is applied, and the problem goes away when bilinear scaling is applied instead. This shows up on the exports and after rendering.

 

This is happening across a range of windows and Mac machines and operating systems

Applies to Premiere 24.5 and 24.6
