Firstly I'm brand new to this forum and I'm sorry if I post this in the wrong area. But my question is I have twixtor installed on both after effects and premiere pro (both CC 2018) and I was asking if I can make my footage have it's slow motion effects in premiere and then apply the twixtor effects in after effects because at least as far as my knowledge goes I'm not able to change a clip's length in the effects tab on premiere but I don't know about after effects. If anyone else has any suggestions let me know because I'd like to hurry up on this project.

I don't use twixtor, but a quick Google search found this tutorial for controlling/working around the clip duration for use with twixtor in Premiere Pro CC:

It is not complicated, you add an adjustment layer on top of the video to make slow motion, this adjustment layer has to be longer than the video, which will be proportional to the speed you are going to apply, if it is of longer duration, there is no problem it can be cut out
Then nest and on the nested sequence you apply Twixtor.
Remember that the settings of the sequence must match those of the video.
