Ui issues when opening Premiere Pro

Hello, whenever I make a new project or open an existing one I have an issue where there are black boxes covering the top of the screen. If I minimize the program the black boxes even stay on my desktop. The only way I can fix it is to try closing and opening premiere multiple times and just hope it works. There have been times where I need to close and open the program up to 10 times. Very annoying.

 

I have tried multiple different Nvidia drivers including both the Creative and Gaming versions and I still have this problem. I've used premiere for years and never had this issue until a few months ago. Is there a setting or something causing this issue? Any help would be appreciated! Thanks!

Thanks. Sorry I just used the help button in the CC app. Right after I posed this I saw that there was a specific Premiere section and remade the post there. Didn't see a way to delete posts so please remove one haha.
