Unable to save Premiere Pro 24.6.4

We've just upgraded all of our studio pc's to 24.6.4 and we're having intermittent saving issues. In heavy projects they will lock up, the program monitor will lock on one frame even if I move the playheaad and then I can't save, either through closing the project or ctrl+s. The saving dialogue box will appear but the progress bar won't move.

To get it to work again I have to force close in task manager, and open an auto save. 

This is why I don't like updating, I've been on 23.6.4 for a long time and had no issues at all.

5950x, 128gb ddr4, rtx 3080, latest windows 10...

Can you try to hold down "SHIFT" while launching Premiere and check the boxes

"Reset App Preference" (Backup preferences first)
"Reset Plugin Cache"
"Disable third-party plugins (one time only)"

"Reset Plugin Cache"
