i edited a video yesterday evening, and all seemed fine, i updated premiere that evening, but continued edeting and still no issues. but today i fire up the same project and its just abysmaly slow. the timeline takes 5-10 seconds to render the frame i jump to, and i can pretty much forget moving images. i tried several fixes like cleaning the cache, resetting the workplace, lowering playback res etc. the strangest part is, that rendering the same project goes faster than playback would. when using the project the task manager tells me my hard drive is barely beeing used, and my ram is also at about 40%

Sounds like a corrupted project / sequence. Try copying pasting clips to a new sequence. If that doesn't work, make a new project and import the old one and see if that works. Also, is your timeline yellow or red? What effects are being used?

I tried to bring over some clips from the corrupted project but they would still lag horribly in a new one. When importing new video to the broken project it plays back no problems. Requested info: i used various effects such as masks, animated color corrections, different oppacitys, some greenscreen video with animated positions. The timeline is mostly yellow, exept for the 10 or so frames, where i used multiple masks, chroma keying and animated color correction

Could be one of the clips in your project. You can troubleshoot by making a copy of your project and start deleting stuff until it works properly. Also, could be the access speeds to your files. If they're on a drive that has a slow connection, or worse on iCloud or Google Drive that aren't "downloaded" but appear to be, this can cause all sorts of issues.
