Upload sync settings not working Premiere Pro 15.0

I'm using Premiere Pro 15.0 on a MacBook Pro (Late 2015) OS 10.14.6.

I'm trying to upload my settings to replace the settings I have in the cloud. However, when I go to Sync Settings / Manage Sync Settings and set "When syncing" to "Always Upload Settings", it still downloads my old settings from the cloud and replaces my current settings. How do I upload my settings to the cloud?
