Video default transition not working

Hello to all and thanks very much for helping me to get  " up to speed " on Premiere Pro CC. . . ..

Problem : I've set the video default transition " cross dissolve " in the effect panel but it does not function when I use the keyboard  shortcut  Ctrl + D on the PC . How do I reset it on the keyboard ?
