Video playback in premier pro and export has flashing colours over the video

Are you working with screen recorded or phone recorded footage? Such footage is often variable frame rate footage which could cause such issues. Sorry about the poor experience. Please let us know the version of Premiere Pro that you are using & the system specs (OS, CPU, GPU & RAM). Also, have you tried switching the Renderer to Mercury Playback Engine Software Only & checked if it's working properly?
