I found a solution for myself. I hope it's useful for others. Go to the Wacom Tablet Properties. Type that in your Windows Search Bar. It'll pop up. In "Application" make sure "Adobe Premiere is added." Select it. Then under "Pen," set the "Right Click" to "Scroll" (the other drop down options didn't give me the results I desired). For me, doing this finally allowed me pan through the timeline vertically. I have to "right click," and move my pen right to left, and left to right to do so. If I move it up and down, it will scrub through the timeline instead. A little counter intuitive, but at least now I can quickly pan vertically through the timeline. I use the short cut +/- to zoom. I use the hand tool to pan horizonally. This issue seems to have finally resolved for me. I tried this technique in the past and it didn't work, or maybe I didn't try swiping left and right, instead of up and down. I'm running Windows 10, a 4GB Nvidia Graphics card, the latest version of Adobe Premiere (v 24.2.1), and I have and Wacom 13HD (Model DTK-1301). Let me know if anyone else finds a better solution!
