Warp Stabilizer not exporting in Premiere 2019

I just exported some footage from Premiere to take into Resolve and none the warp stabilizer effects applied rendered out. I opened up the project again and the few clips that have warp stabilizer applied still have the effect in place in the timeline. It plays back with in Premiere with the stabilizer applied and looks as it should. I even tried removing the effect and adding it again and exporting that clip as a test but the same thing occurred. I tried exporting in a few formats, but none of them export with Warp Stabilizer applied. So the clips export but without warp stabilizer. I tried adding another effect — FIlmConvert —and that exported as expected.

I tried a new sequence. Same issue.

Any ideas as to why the warp stabilizer effect won't export on any clip even when applied and functioning within Premiere?

Mac OS 10.13.6, Premiere Pro v13.0 (Build 225)

Yes, it doesn't seem to be an issue in other projects. Strange!

Turns out this issue only applies to certain nested clips. I am using 1920x1080 footage in a 1920x816 timeline so have to nest all clips I want to use warp stabilizer on. If I create a sequence at 1920x1080 and don't nest the clip, then the effect exports as expected. If I nest a 4k clip and apply warp stabilizer to that, it exports as expected. But if I nest a 1920x1080 clip in a 1920x1080 sequence but the clip is nested as it has been slowed down, again, it does not export with Warp Stabilizer applied. So it seems to be only if the aspect ratio or clip speed is being changed that it's not exporting.

I think this is a bug.
