Here are two screen shots of different projects. One has no gray highlight, the other does for some reason. What is this things purpose and how do I enable/disable

This marks the In/Out point or maybe just the In point. Maybe you have by accident pressed I on your keyboard. To solve, select the timeline and press Ctrl+Shift+X once to clear it.
