when creating proxy, media encoder is not installed error

I have already installed media encoder and my premiere pro and media encoder are in same version (15.41) 

But when I create proxy at premiere pro, "Adobe media encoder is not installed" error message appears on the screen still,,,,,,,,,,,,,,,

What should I do to solve this problem...?

Are you on macOS or Windows? Try disabling your antivirus and firewall and see if that brings any change.
