Where to find "rulers" in Premiere Pro 2019? I can't seem to find "View" tab

I need the guidelines and grid to position my image during the video but I can't seem to find Adobe Premiere Pro CC 2019's View tab to show ruler. The setting at bottom right corner of the panel also does not have the "show ruler" options. Anyone can help?

In version 13.1 the VIEW tab and rulers/guides were added.

In your program or source monitor, click the + icon, then drag the Safe Margins button down, then click the Safe margins button.

Mine doesn't have a "safe Margins" option...where is the View tab???

Can you screenshot your Button Editor and post it, like I did above? And what do you mean by "View Tab?"
