Why does my video have screen tearing after exporting from Premiere pro

For some reason, sometimes when I'm exporting from Premiere Pro, the final product will have screen tearing for a split second and look really ugly. I will attach a clip of an example below. My one friend mentioned the possibility of it being a refresh rate issue, but I'm not sure. Anyone have any ideas? Thank you in advance.
