Why is Premiere using 100% CPU while doing nothing?

Premiere Pro v. 25.2.3(Build 4)

Apple MacBook Pro M1

 

After wrestling with horrible UI lag, I rebooted my Macbook and reopened Premiere. It's sitting at the 'welcome' screen with no project open, doing absolutely nothing of importance while running the CPU at 100% for over 15 minutes and counting. Can anyone explain?

Has this version of PPro previously run without incident, on that system? 

Have you changed Prefs --> General --> At Startup from "Show Home", to "Open Most Recent"?

We'd be interested in seeing a process sample, taken (via Activity Monitor) while PPro is in that state.

Thanks for your help, Bruce. I have a process sample ready to send.

I was having some UI lag problems with this update but nothing this bad. I can't continue working like this.

Update: Formatted my computer, reinstalled MacOS. Still running one core at 100% just sitting at the Premiere welcome screen and it never lowers.

That was a lot of work! What suggested to you, that reinstalling MacOS would address the issue?
