I am editing a real estate video that was shot at 60fps with a Canon DSLR. I have to ultimately deliver the edited piece in 30fps (29.97). What is the best workflow in editing. Should I create a 30 frame sequence, and then simply select all the 60frame clips in the bin and Modify - Interpret to 30? Or should I create a 60 frame sequence -edit clips at 60 frame and then export to 30 frames? Thanks,

30 and 29..97 are not the same ... of course ... but I would set the sequence at the delivery requirements for that job.
To get "there", you can either create a sequence with the correct settings then drag/drop the media on the sequence, and in the dialog that pops up, keep the sequence settings. Or as you mention, select the media in the bin and Modify/Interpret to the correct fps.

Ok. If I go the modify - interpret route, when I convert the clips in bin to 29.97 frames, do the clips permanently stay 29.97 - the ones in the bin and on my hard drive? Or just the ones in the bin?

This would only affect the clips in that bin, after they've been modified ... and then put on a sequence.
