Disable mouse scroll wheel from scrolling sequences?

If you put the mouse cursor above the timeline and scroll the mouse wheel, it would scroll through the sequences. Can this feature be disabled?

I don't want to scroll through the sequences, but have mistakenly scroll them when trying to scroll the timeline, too many times. Sometimes it takes a few seconds to remember which sequence I was in. This is counter productive.
