Animated lighting effect

Hi 

I have created a static image for my client which they have approved but they now want an animated version of this. I have created a basic video showing the pens with moving bokeh lights which looks good.

The part I am struggling with is the spiral light effect. I want this to either start at the top or bottom and grow and circle around the pens. Any idea how I could achieve this please. At the moment the light is drawn in photoshop and applied with a screen effect. I am still a relative beginner in premiere pro. Thanks in advance.Screen Shot 2019-11-19 at 17.22.27.png

This is best achieved with the After Effects plugins from Red Giant: Trapcode Particular or 3D Stroke. You may be able to achieve this with the built-in tools in After Effects as well, but most definitely not in Premiere Pro.
