Anti Flicker Filter Removed in PP 2018?

I can't seem to find the anti flicker filter in Premiere 2018. Has it been removed?

Specs:

Premiere v 12.0

Computer:

Dell XPS 15 9550

Intel Core i7

16 GB RAM

512 GB SSD

I don't have that available in 2017 either ... was this available from 201.3/4 or earlier?

I seem to remember it. On the forums, I can find mentions of it in previous versions.
