Bezier key frames on scale not locking

It is so incredibly frustrating that I cannot lock non-linear scale key frames at the baseline. I do NOT want it to bounce, I just want it to smoothly go from one keyframe to the other, why is this in After Effects, but not Premiere Pro? I hate going between two different applications for such a tiny little inconvenience.

tx a lot Neil!!! Really appreciated, that's really important since lot of folks

now rely on Premiere Pro to create very simple motion effects that they

don't really have to go to After Effects
