this thing i can do it only after i capture the video, but not befor i capture it,

Yes, this setting can only be done after import.

DV uses non-square pixels and that´s probably why you see it as 5:4 by the media info. Does the footage playback as expected in a media player, lets say VLC or in Blackmagic Media Express?

any one have a solution for my problem

The file you capture is 16:9 but Premiere Pro does for some reason see all DV files from Blackmagic Design as 4:3. To fix it, select the footage in the Project panel, right click on it and choose Modify > Interpret Footage and set the Pixel Aspect Ratio to D1/DV PAL 16:9 if it is PAL footage or set it to D1/DV NTSC Widescreen 16:9 if it is NTSC footage. You can modify several clips at once.

For the other problem with glitches/missing pixels you can get very good results if you use a professional DV deck. DV decks have circuits that can correct those errors while a DV camera don´t have those circuits and thus gives you issues. I have had similar issues but capturing through a DV deck took care of my problems. I used a Sony HVR-M25 but there are other models as well.

There is no driver that can fix those issues. The computer just takes what the camera gives, so if the camera misses some pixels that is what is sent to the computer.

So you have right clicked on the clip/s in the Project panel and choosed Modify > Interpret Footage and changed the Pixel Aspect Ratio to a 16:9/Widescreen aspect?
