file dialog crash on export / save windows 10

When I try to export > go to file destination then choose a folder the file dialogue hangs.  Or I click on the file destination and I get a hang right there (before the dialogue box appears).  I use listary, when I disable it I don't get a hang, but listary itself is not crashing, and I don'tin get a hang in any other software.  Listary has been bulletproof, and trying to use windows now without it is like having a hand tied behind my back.  

I'm up to date with drivers and creative cloud as at 4 oct 2019.

 

*As I was typing this I had a hang hanging in the background, and eventually the file dialogue box appeared, but it took 5 minutes. Is there something in the export dialogue that is scanning something before the dialog opens? Is there a log file, or is there something in the WER that might help me diagnose this issue? 

(I have reinstalled the 1903 update, reinstalled premiere and listary).

    I had the same issue for years now. Seems to be a blind spot on Adobe's side.

    can anyone help with this, it just crashed again - the exact same trigger. 

    Adobe support suggested I posted here, and that adobe techs frequent the forums.
