frame count differs from clip to clip

Hello,

I'm working on a video which involves counting four frame long clips from videos in the source window and then dragging them into the timeline.  I've noticed that what is considered a "frame" seems to vary from source video to source video, ie I advance four frames in the source window for a certain video, drag it into the timeline, and once it's in the timeline it is actually for instance six frames.  Some videos yield clips that are actually four frames in the sequence, some five, some three etc.  How can I make it so that one advance with the forward arrow key is considered one frame across the board?  Thanks.

is your videos different in frame rate and are the constant frame rate ?

if they are all from the same source, then create a sequence from clip then try to count frames and put it in the timeline, it suppose to right in this case.
