Highlight adjustment missing in premiere pro

Premiere pro color workspace tools are missing. Why is highlight  and shadow adjustment missing? How do i get it?

Before you're able to correct/grade color in Premiere Pro, do either of the following:

- Switch to the Color tab at the top of the screen: you will now see the Lumetri Color effect, which includes adjustments to highlights and shadows (among a gazillion other options). As soon as you touch one of the parameters here, the Effect Lumetri Color with your settting will be applied to your clip.

- In the Effects panel, search for Lumetri Color and apply it your clip. Next, go to Effect Controls panel and you're able to adjust any of the parameters. For ease-of-use, I have added Lumetri Color to my Frequently Used bin.
