How to keep a Windows application window "always on top" on an output monitor

I have:

  • A second monitor, with a preview/output of my video which takes up the full screen, set via Preferences > Playback > Video Device
  • I have a Chrome (Google Doc) window taking up 1/3 of the screen which I want to overlay on top of the display monitor

 

I have tried using AutoHotkey to make the Chrome window "Always on top". This works across all other applications, and works in PP while the video is paused.

But when I start playback in PP, the output video takes precedence and pops the Google Doc behind it.

Is there any way to resolve this in PP? E.g. setting the output video to not be rendered in full screen mode? Or another AHK/windows shell setting with an extra layer of precedence in which I can force the Google Doc to take precedence over PP?
