I been trying to get a way to zoom and follow my cursor around the screen i can't find the answer anywhere or any how to is there a way to do this or have a link to a video or how to?
You keyframe anchor point and scale.
Start with the first frame, then the last frame.
Then start in de middle working your way In between by scrubbing the anchor point and scale value to move the frame while keeping the mouse in the middle of the screen.
Much easier to do in AE which has motion tracking.

You'll have to be more specific about what you're trying to achieve. Are you looking for some sort of OS accessibility setting that zooms your screen? Or are you looking for some sort of animation that creates a circle or something around your cursor that shows a zoomed in version of that area? Is this supposed to be real time or a keyframed animation?

Sorry, to be more Specific i'm wondering how to keyframe almost tracking/following a mouse cursor, like as the screen is zoomed in but follows the cursor around page

Again, I need to clarify - is this a real time effect that you're looking for? You want to generate keyframes as you move your actual mouse cursor?
Or do you want to show a graphical representation of a cursor and animate that over a zoomed in image?

Advance screen capture applications, like Screenflow (Mac) do this cursor tracking/zooming/highlighting as an effect you can apply to your recording made within their software.

Premiere Pro has no way to do this automatically. You'd need to place a LOT of keyframes.

True AE is probably the best way to clarify i'm trying to get the screen following my mouse that was in the recording around the page but it is almost impossible with keyframes
