Is there an 'auto-mix' like tool for post?

What I mean is... for example,  during production recording of say a panel discussion with multiple speakers, each of them individually mic'd and each with his/her own ISO track, it is possible to use something like Dugan auto Mix in which silent tracks are automatically potted down, then potted back up again once someone speaks.  So - in post I find myself ediring these sorts of things that did not have the benefit of auto mix during production. On multi - person podcasts as well: separate tracks with long silences while one speaks and the other listen. Up unitl now I manually rubber band the silences to reduce room noise.

Surely I've been doing this the hard way... there must be a tool that would scan a track for waveforms and pot down the valleys (JUST the 'valleys')  to an adjustable level.  If its in Audacity or Premiere's sound panel I have not found it.

Important: I am NOT talking about noise reduction in the Sound Panel - this applies itself to everything, voice included...

You are looking for a audio gate that automatically gate the audio below a specified threshold.

For this apply the filter Dynamics in the Audio Mixer to each track that needs it, let´s say A1, A2, A3 and A4. All audio below the specified threshold will be gated (muted) individually and all audio abowe the specified threshold will be heard.

You are looking for the AutoGate feature in the Dynamics filter. Play around with the Threshold and you will find the sweet spot for it.
