I have used warp stabilizer in the past with no problems, but recently it seems I just get errors.
This was happening on my old computer and now it is happening on a new PC.
I have a GTX 1060 with 6gb ram with updated driver
32 GB ram
i7-9700
The video is a concert with one long take from multiple cameras. I've cut the handheld stuff into pieces and was applying stabilization to each edit. Weirdly, when I go to render, some of them are okay, and others are not. Note that one clip is rendered in green while the clip where the play-head is causing errors.
Any ideas would be most appreciated.

1st I suggest to Try to check the video file properties matching your sequence settings

The sequences were created using the "new sequence from clip" function, so they match exactly.

What are your export settings?
One thing to try is to change the codec/export format.

I have not even tried to export it yet. This is happening as soon as I add the warp stabilizer effect.

I am getting the same problem using a brand new iMac with 32GB of RAM (cant recall the graphics card GB)
The clip I am trying to stabilize is just a hand held video of some people sitting at a table. The camera is not moving around the room and just has some small hand movements. It's in a typical office meeting room so this is not a shot with a lot of detail. It's about 1m 10s long of UHD footage from a GH4.
so I tried cutting it in half to test and it worked. Not ideal, I have stabilized longer clips with a lot more going on in them but they were probably just HD. Perhaps if I was using proxies for this edit that might have worked but I fear if that worked then I would have run into the problem on export rather than it just applying the same settings to the higher res footage.
[of course that also means there is a jump at the cut I made that I have to cover]

I have been getting the same error when using warp stabilizer on my clips. I get through one and it starts giving the "Low Level Exception" errors. One video suggested making sure your Intel graphics driver is disabled, one suggested closing project and when rebooting premiere hold down alt on PC and click "ok" when a dialog box pops up and it asks you to reset preferences. I also constantly clear the cache in premiere>edit preferences>media cache< delete unused media cache or files I think.This all started when they recently updated Adobe Premiere Pro.I waiting to see what worked now. I submit this with my solution shortly
I did the restart program holding "alt" and resetting the preferences.

I had an annoying error similar to this awhile back. It looks like you have a stabilizer applied to a clip with a transition on it. Warp Stabilizer doesn't play nice with other effects. When I had this issue what ended up working as a workaround was:
