In my work space I have 2 project panels. I want to create another one but I can't figure how? (I can't recall how i created two!)
Window/Project is already checked and when I click in an effort to create another, nothing happens.
Please help.

As Ann suggested multiple Project panels would only exist if you open multiple projects in Premiere Pro. You can't have multiple Project panels in one project. Though as Brandon suggested if you want you can have multiple bins and move different set of media and assets in them as required. Then, you may open these bins as separate panels for ease of access.
You can also set up preferences to control how the bins open when you click on them from the Project panel.

I want to open multiple Project PANELS, not multiple projects. Like Source monitor panel, program monitor panel....

You cannot. Just multiple projects. Your second project panel contains another project (might look the same as the first one).

You get one Project panel per project. Two panels means two separate projects are open. (So be careful. Telling them apart is not always obvious.)

I suppose you could open up bins as separate panels. Is that more like what you're meaning to do? If you switch to Icon View and double-click on a bin, then that will open another Bin Panel. That way you have you Project Panel open in one window, and your bin(s) open as another. Is that more of what you're trying to do?

To do this, you may go to Preferences > General > Bins and set the option Open in new tab to either of the three choices (Double-click, Ctrl + Double-click or Alt +Double-click).

Thanks Sumeet, you cracked it.
I didn't appreciate the subtlety between bin panels and the Project panel, so I called them all "Project" panels.
In my workspace, I have source & program monitors and timeline on my right-hand screen.
I have my "Resources" bin and clip bin in two panels on my left-hand screen. Obviously, one of those panels started life as the Project panel.
I wanted another bin/panel for Titles - to be there on the screen.
Sumeet said look in Preferences/General/Bins I did and Presto, problem solved!
I also see the distinction between the Project panel and panels for bins.
