Hello,
So this is a new issue for me, it was working at first but stopped and I can't find out how to fix it.
Usually, I can put my mouse over the playback screen in Adobe Premiere Pro CC and use two fingers on the TrackPad (or use the mouse scroller if it's hooked up, or use the arrow keys to move frames forward or back) and the video will go along with me forward or backwards frame by frame. In the playback screen I could see the frames moving however fast I move my fingers along, and I can hear the audio slowly frame by frame as well.
Well now, all three options(touchpad, mouse, and arrow keys) suddenly stopped working properly. I will do the same as I just mentioned except the playback video is not moving at all. The Timeline Indicator/Playhead Position does not move anymore unless I actually click on it to move it or press play. I can see the time of the sequence moving frame by frame as if it were following my fingers, scroller, or arrows...and I can hear it, but the video never goes off of the frame. This makes it very difficult to select the exact frame you want to cut a clip at. Now I have to play and pause and then cut and it is a major pain.
Any help would be appreciated, thank you!

I may be stating the obvious here but have you tried saving your project, exiting Premiere, and restarting your computer?
I've had instances where playback engines or whatever have you have just died outright and required a machine restart or the restart of some sort of engine (like the legacy QT32 engine that ran on older Premiere builds), what you're describing sounds like what would happen to me - just general weirdness in playback, and restarting fixed it 99% of the time.

I just did that all over again per your suggestion. It only works if I do it really fast and it will skip clips at a time which is no help. I need frame scrolling, not entire clip scrolling. It still does the same thing when I want to go slowly like usual when searching for the right clip to cut at. It still acts like it is going frame by frame, I can see the number of frames I am scrolling through and can hear it, but the video playback or Playback Position won't move.
I have a Dell XPS so it's a very good laptop that should keep up with this frame scrolling, and it was doing just fine, I don't know what happened that it suddenly changed,
